Habitual Violator Program

The Central Texas Regional Mobility Authority and other tolling authorities throughout the state have additional tools to respond to Habitual Violators because of legislation enacted in 2014 which encourages equitable payment by all customers. Under that legislation, Habitual Violators who have already ignored multiple requests for payment may be subject to enforcement remedies including vehicle registration renewal blocks, being banned from Mobility Authority toll roads, on-road enforcement to include citations and fines, and vehicle impoundment.

Texas law defines a habitual violator as a registered owner of a vehicle who has been issued two notices of non-payment for an aggregate of 100 or more unpaid toll charges within a 12-month period. The following chart explains the Mobility Authority’s habitual violator notification process:

Habitual Violators may contact the Mobility Authority via its payment provider to review all outstanding tolls and fees, and arrange for payment to clear their status and their vehicle ban. Registered owners of vehicles subject to impoundment have had multiple notifications informing them of their Habitual Violator status and ways to resolve it. Before impoundment occurs, law enforcement officers serve Registered Owners with an Intent to Impound Notice, advising them that impoundment may occur next.
Law enforcement decides where a vehicle is towed. You should be given that information at the time of impoundment.
Payment plans are available to customers wanting to resolve their Habitual Violator status. Please be advised, vehicle bans remain in place until 75% of the outstanding balance is paid.
